Marine Corps Unit flag (and presumably the Marine Corps Company flag), adopted in 1960, always had fringes. See http://catalog.digitalarchives.tw/item/00/3a/19/44.html (the video quality is less than perfect, but still interesting)

Thanks Mr. Li gave us such a precious historical video on the Double Tenth's Military Parade in 1961.
According to the official archives, the Taiwanese military authorities didn't require the flags of units of all services to be decorated with fringes until 1961. With Chiang Kai-shek's approval, the authorities ordered all services to add fringes on the flags of units in early 1962.
